The operator of the "Tameling site" at 499 Murphy Rd., Bolingbrook, IL 60440, which is located at Woodward Ave. and the west end of Hillcrest in Woodridge, came before the Bolingbrook Plan Commission to make changes in their operation. There is a concern that the Tameling site, which is already an eyesore and a nuisance to the neighborhood with its smell of compost and manure, flying debris, truck traffic, etc, is going to intensify its use as a landscape waste dump and transfer station. 02-03-06 - Illinois State Senator Christine Radogno informed the Citizens Opposed to Dump Expansion that "The Illinois Environmental Protection Agency Enforcement Decision Group referred the J.R. Rizzi case to the Illinois Attorney General's Office for prosecution."

09-27-05: The Bolingbrook Village Board referred this matter back to the Plan Commission for further study, including an additional public hearing (click here for the Bolingbrook Village Board calendar; click here for the agenda for 9-27-05).
09-26-05 - I attended a special meeting held by Bolingbrook to give their point of view and listen to facts and questions raised by residents (click here for the notice). Many concerns / comments were made by the 150+ Woodridge, Bolingbrook, Downers Grove residents at the meeting, including that E.C. Rizzi has received 91 site violations from
the Illinois EPA since 1998, including the latest in December 2004. One new fact presented was that Rizzi wants to move the off-loading transfer operation from the Will County portion of his site to the DuPage County portion of his site just off Murphy Rd. (the 14-acre site is in both counties) and wants to off-load the trucks out in the open, not in an enclosed building as required by the current Bolingbrook Village Code.

09-07-05 - I attended a Bolingbrook Plan Commission meeting regarding the Tameling site at 499 Murphy Rd., Bolingbrook, IL 60440, which is located at Woodward Ave. and the west end of Hillcrest in Woodridge, came before the Bolingbrook Plan Commission to make changes in their operation. There is a concern that the Tameling site, which is already an eyesore and a nuisance to the neighborhood with its smell of compost and manure, flying debris, truck traffic, etc, is going to intensify its use as a solid waste dump and transfer station. At the meeting, a representative of the operator testified that site will not change at all. He said it would continue to operate as it has been - collecting black dirt, creating potting soil by mixing manure into the dirt, transferring compost and lawn clippings, recycling construction debris, concrete, glass, etc.
HERE ARE THE VARIANCES THAT RIZZI WANTS: The operator - E.C. Rizzi & Associates - wants a "special-use" permit and various waivers from Bolingbrook so Rizzi
(1) doesn't have to sort and store his materials inside a building (instead of out in the open);
(2) doesn't have to put a solid 8-ft fence around the site; and
(3) doesn't have to landscape the site to shield it from view, and
(4) can unload and park vehicles in the front yard of the site instead of within the site (all of which are required by the current 1995 Bolingbrook Village Code).
Since Rizzi was operating prior to the new 1995 code, he wants to be "grandfathered-in" without having to incur the expense of the new code requirements.

I urge you to contact your local officials to voice your concerns about the "Tameling site" and the operator E.C. Rizzi because of its current and future negative impacts on surrounding Woodridge neighborhoods, pedestrian safety along Woodward Ave, child safety due to open site access, site dust, smell of compost and manure, and road debris from trucks entering and leaving the site.
